Typically, spices and herbs remain on the rack until the jars are empty. It must be alright if it looks and smells the same, after all. Regretfully, no. Dried foods can spoil as well. Older herbs and spices won't taste the same, even though consuming them is usually safe.

These condiments should generally be changed every one to three years. Though it might not be a hard-and-fast rule, make sure to periodically inspect your spice cabinet to make sure you're not undermining the quality of your food.
